Debra Ann Bell, 65, of Sioux City, IA, passed away surrounded by her family on March 13, 2025.  A funeral service will be held Tuesday, March 18, 2025, at 11:00 a.m., with a visitation 1 hour prior at Waterbury Funeral Service of Sioux City.  Burial will be at Memorial Park Cemetery.

Debra was born on November 29, 1959, in Oakland, NE to Robert and Janice (Whisinand) Hayes.  She met the love of her life, Mark Hartman, and they spent 12 wonderful years together before his passing.  Debra owned her own cupcake business, decorated for weddings, and retired from the Sioux City Art Center, where she worked as a custodian.  She enjoyed gambling and going to the casino.  Debra was a caregiver to many friends and family.  Her children and grandchildren were her world, and they will miss her immensely.

Those left to honor her memory include her children: Stephanie Nyreen, Megan (David) Munro, and Quentin Bell; her mother, Janice Hayes; grandchildren: Lathyn, Libby, Zachary, Declan, Bryan, Harper, and Huxley; siblings: Gary (Theresa) Hayes, Jim Hayes, Mike Hayes, and Pam (Dan Schmitz) Bullis.

She is preceded in death by her father, and husband, Mark Hartman.

The family would like to extend a special thank you to her niece, Tabitha at St. Croix Hospice, sister, Pam Bullis and her brother, Mike Hayes for all of the wonderful care given to Debra.
